The historical center of Kaliningrad has a rich and storied history. However, instead of historical urban blocks, human-scale streets, and squares, it currently features recreational areas, automobile interchanges, and ruins. Public spaces, beloved by both citizens and tourists, are scattered throughout the city and divided by highways, along with transit-oriented public gardens.
The successful development of the historic center is intrinsically tied to the city's strategies for transforming its transport and recreational infrastructure. A comprehensive approach to developing the surrounding areas is equally essential. The historic center should be developed using unique models that deviate from modern development templates. It should exemplify the synergy of active functions and authentic urban spaces.
Looking at the post-war history of reconstructing ruined cities, we find solutions to similar challenges. Emphasis is placed on preserving the morphology and metrics of the historic urban fabric, which forms the foundation of a unique city image and a comfortable atmosphere. The experiences of Gdansk, Dresden, and Berlin remain relevant and serve as inspiration for new projects.
We propose a city development program we refer to as "Enriching Kaliningrad." This entails the reintroduction of comfortable winding streets, mid-rise buildings with diverse functions and architecture, and the creation of more inviting squares and plazas. This is how Kaliningrad once was, and this is how we envision its future.

Cultivate a unique, authentic, and dynamic space in the historical city center, appealing to both residents and tourists.
Establish a self-sustaining and harmonious architectural ensemble and development complex within the project's boundaries in the short term.
Define the developmental trajectory of the historical center within the context of the designated territory, considering long-term perspectives.
